Escort costs

The Royal Netherlands Marechaussee decides, by means of a risk analysis, whether or not it is advisable to have the inadmissible person escorted on his transportation out of the Netherlands. Costs of escorts are charged to the carrier.

Each (subsequent) booking request includes a recommendation by the Royal Netherlands Marechaussee on whether or not the foreign national needs an escort during his return. This recommendation is based on a risk analysis. If an escort is desired and the carrier decides to purchase this service from the Marechaussee, a charge will be made for this.

The Marechaussee deploys 2 or more escorts, depending on flight duration and analyzed risk during the flight. The number of escorts recommended is stated in the (subsequent) booking request. Calculating costs of escorts

The way the costs are calculated:

  • Costs of salary per escort:
    Outward journey: (2 hours + duration of flight + 1 hour) x hourly rate according to list of rates.
    Lay over: per time unit of 24 hours = (max 8 hours x hourly rate) + (remaining part x (⅓ x hourly rate))
    Inward journey: (2 hours + duration of flight + 1 hour) x hourly rate according to list of rates.
  • Flight allowance per escort:
    Outward journey: duration of flight (including taxiing) x hourly rate according to list of rates.
    Inward journey: duration of flight (including taxiing) x hourly rate according to list of rates.
  • Expense allowance per escort:
    From start Preparation until end of Finishing up (according to schedule): per full time unit of 24 hours x daily rate. If after the last full time unit less than 12 hours remain, time is rounded down to the last full time unit. In case 12 hours or more remain, time is rounded up to the next full time unit.

All hours mentioned in this schedule are per escort. ‘8 + 1/3 hours’ pertains to the salary costs charged for the lay over.


Until 31 December 2013 the costs of escort were calculated as follows:

  • Costs of salary
    Per escort: (number of hours of flight (to and from destination) + number of hours stay at destination) x hourly rate according to list of rates.
  • Flight allowance
    Per escort: number of hours of flight (to and from destination) x hourly rate according to list of rates.
  • Expense allowance
    Per escort: set rate (see list of rates). Expense allowance is calculated for the duration of the flight. Per full time unit of 24 hours x daily rate. If after the last full time unit less than 12 hours remain, time is rounded down to the last full time unit. In case 12 hours or more remain, time is rounded up to the next full time unit.
  • Other costs
    Variable

The carrier's own escorts

The Royal Netherlands Marechaussee issues a recommendation on whether or not the inadmissible person needs an escort. However, the carrier is free to use its own escorts or no escorts at all. Any costs arising from the failure to return the inadmissible as a result of the fact that the carrier uses its own escorts or no escorts can be recovered from the carrier.
